Answer: The ten horns in Daniel 7:7 are the first ten kings/emperors of Rome. I know this because the angel interpreted the vision for Daniel in Daniel 7:23-24. "The fourth beast will be a fourth kingdom on the earth, different from all the other kingdoms. It will devour the whole earth, trample it down, and crush it. The ten horns are ten kings who will rise from this kingdom. The four kingdoms in Daniel 2 and Daniel 7 are Babylon, Persia/Media, Greece and Rome. Rome was the most powerful of all the ancient kingdoms. Figuratively, it devoured the whole earth. So, the kings are Roman kings. The first ten kings of Rome were Augustus, Tiberius, Caligula, Claudius, Nero, Galba, Otho, Vitellius, Vespasian and Titus. The little horn, the boastful one who attacked the saints is Domitian, who was the first to systmatically attack the church. I have written a book titled Daniel, Prophet to the Nations.
