I would say that this proverb principally applies to our neighbor who is not necessarily our brother in the church, but in principle it could even apply to our relationship with other Christians. Of course, as with Proverbs in general, this is not a commandment or a doctrine, but a general useful rule of thumb for practical relationships with people in general, and not necessarily for those in "the church." Basically, this proverb is advising us that one is wise to not impose too much or too often in another’s house unless it is clear that our presence is wanted. If we push ourselves on others we may very well wear out our welcome and actually create enmity. We should not force our friendship but always be sensitive to giving people "space" to use the modern term. Even in close relationships with other Christians, it is common courtesy to make sure we are not wearing out our welcome. It is a good idea to look at both verbal and non-verbal clues as to whether our friend needs some space.
